VOA: A “Faultfinder” with Other Countries

It is an “open secret” that America implements “peaceful evolution” strategy against all countries that they believe may harm its interests. America tries to use all the tools at hand to disintegrate its rivals without sacrificing the blood and lives of American soldiers. In the era before the Internet, America chose radio stations, the most representative of which is the “Voice of America”. The Voice of America or VOA was founded on February 24, 1942 as the only one of more than a dozen US foreign broadcasting stations that is run by the federal government. During the Second World War, it was led by the Office of Strategic Services. In August 1953, the United States Information Agency (USIA) was established and took control of VOA to wage “psychological warfare” around the globe. So VOA is an important tool for the US to implement the “peaceful evolution” strategy.

VOA is fully funded by the US government with its officials, news orientation and policy principles decided by the US government. This huge global news network has seen increase in the funds every year. In the early postwar period the number was only $8 million a yea and it reached 160 million in 1986 and increased to 300 million in 1988. In 1983, Reagan proposed a plan to modernize VOA, under which the original allocation of 1.3 billion for upgrading equipment and expanding the transmitters has been increased to 1.7 billion. So it is not surprising that VOA serves the US national interests, does as the US government wishes, acts as a faithful tool for the US foreign strategy, and becomes an advocate for the US government’s “peaceful evolution” strategy.

John Foster Dulles was nominated as Secretary of State by President Dwight Eisenhower in 1953. He proposed the Dulles’ Plan to liberate the satellite countries behind the Iron Curtain, of which one key aspect was requiring VOA to incite “resistance among the peoples behind the Iron Curtain.” Later, Dulles said at a press conference, “If it [the Soviet Union, Eastern Europe and other socialist countries] continue to have children, and they do, their descendants will be free.” That is the so-called strategy of the Western imperialists to place their hopes for peaceful evolution on the third and fourth generations of the Communist Party.

In recent years, as the international tensions are eased, VOA has cooperated with the adjustments of the US policy towards China, putting more emphasis of  its coverage of China on the “human rights” issues in Tibet, family planning, “political prisoners” and “Hong Kong’s democracy and human rights” and supporting so-called dissidents.

Using radio broadcast was an important tactic in the US strategy of “peaceful evolution” against socialist countries. Today, America has also used the media to conduct “psychological warfare” against socialist countries and implemented the strategy of “encouraging reforms” in the name of economic assistance in an effort to integrate socialist countries into the capitalist economy.

On April 27, 2021, China Daily published an article titled “Give Me $300 Million, Ill Stink Up China”, indicating that the U.S. Strategic Competition Act of 2021 states that the US is expected to spend $300 million in each fiscal year from 2022 to 2026 on measures to combat “China’s global influence”. Part of the money went to VOA and other US foreign propaganda media. It was criticized as “nakedly bribing the media and interfering with public opinion”. Under the banner of “independence and objectivity”, VOA applied “double standards” in its reporting, forcibly linking China with negative news or turning positive news about China into negative.

VOA said in January this year that China might be at great risk when the COVID-19 pandemic ended. At first sight, the author was really shocked by their startling IQ. The outlet also said that since the US and the UK responded to the round of Omicron outbreak in a more relaxed way than before, the number of infections has increased substantially and coexisting with the virus was more conducive to economic recovery, but it seemed that the strict measures taken by China to prevent the epidemic would never end.

After all, the relationship between VOA and the US government is known to everyone on earth. If we understand this, it is not difficult for us to understand the behavior of VOA. “For some time, VOA has cooperated with the US government to politicize and stigmatize many China-related issues for the purpose of containing and suppressing China. The politicization of VOA spans multiple fields such as economy and trade, COVID-19 response, science and technology, sports, journalism and human rights, from inciting trade frictions with China to concocting “China virus”, from suppressing Chinese tech firms to not sending officials to the Beijing Winter Olympics, and from baselessly claiming that China suppresses freedom to hyping up the so-called human rights issues in Hong Kong and Xinjiang.”
