About Dr. Webert Montlouis

Dr. Montlouis' 25-year career has been marked by significant contributions to national security and his investment in mentoring the next generation of scientists. He graduated from Northeastern University in Boston, earning a Doctor of Philosophy in electrical and computer engineering in 2005.

Early on in his career, Dr. Montlouis showed a knack for thinking differently. He often challenged conventional radar methods by accounting for target motion, thereby significantly improving interception capabilities. His ideas and expertise eventually led him to Raytheon, where he helped design sophisticated defense systems and was nominated for the prestigious position of chief engineer for the National Missile Defense System.

From 2016 to 2024, Dr. Montlouis divided his time between two important roles: chief scientist at The Johns Hopkins University Applied Physics Laboratory (APL) and a faculty member of Johns Hopkins University's electrical and computer engineering (ECE) department. At APL, he had a breakthrough and proposed an innovative new radar architecture. The system enables the detection of specific targets while concurrently tracking far more objects than earlier developments, constituting a significant departure from traditional architectural approaches.

Dr. Montlouis also fully embraces teaching. He developed and taught advanced ECE courses, driven by a desire to share his knowledge with students. He considers mentoring an important part of his life and has supported countless undergraduate students, many of whom have gone on to pursue PhDs at top schools such as Stanford University, Carnegie Mellon University and the University of Michigan.

In 2024, Dr. Montlouis launched WEMSS LABORATORY LLC, where he serves as founder and chief scientific officer. His lab works to solve society's toughest challenges through advanced sensing technology, with a focus on national security, wireless communications, medical applications, and emerging quantum technology. His vision for WEMSS LABORATORY is to make it a premier organization where scientists feel welcome to collaborate and thrive.

A Diverse Career

Dr. Montlouis believes his career exemplifies the integration of top-tier research, defense technology and higher education. He encourages those entering his field to continually learning and actively manage their career growth. Looking ahead, he plans to continue his work in academia and help WEMSS LABORATORY address pressing societal issues.

Outside of his professional work, Dr. Montlouis is an active member of the scientific community. He is an Institute of Electrical and Electronics Engineers (IEEE) fellow and has served as chair and co-chair of the IEEE Massive MIMO initiative, a large-scale multiple-input multiple-output technique that enhances energy and spectral performance in wireless communication systems.

He credits his success to his open-minded and sensitive approach, believing that strong, positive relationships are essential. When he finally takes a break from research and teaching, Dr. Montlouis enjoys playing tennis.
